Volunteer Medical Posting, Uganda, AMREF

Terms of Reference

AMREF is looking for a volunteer medical doctor for a temporary posting at Kitwe Health Centre in Ntungamo District located in South West Uganda.

JOB DESCRIPTION

• Recently graduated medical doctor; specialization in tropical medicine is preferred but not required
• Relevant qualifications in obstetric surgery

• Willing to work in difficult circumstances in a remote area of Uganda
• Willing to work long and often irregular hours

Background

Although Uganda has made significant gains in the economy in the past decade with economic growth sustained at about 6% and absolute poverty reduced from 52% in 1992/93 to 38% in 2003, the health indices are still among the poorest in the world. The infant mortality rate is 88 per 1000 live births, while under-five mortality rate is 152 per 1,000 live births. The maternal mortality ratio is 505 per 100,000 live births. In contrast, Canada’s infant mortality rate is 5 per 1,000 live births, while its maternal mortality ratio is 7 per 100,000 live births. The total fertility rate is 6.9, and the average population growth is 3.4%. Over 75% of premature deaths can be attributed to ten preventable diseases and conditions related to pregnancy and child birth, malaria, respiratory infections and diarrhoea. Only about 72% of the Ugandan population lives within 5 km of a health facility.

Kitwe Health Centre

Kitwe Health Centre sees approximately 2,000 patients a month. In the absence of a doctor, the health centre is currently headed by a clinical officer. The health centre has two wards: the General Ward and the Maternity Ward. Both are often overcrowded. Male and female patients and children share the general ward. There is currently no consultation room. Additionally, Kitwe has a functional theatre connected to a large generator but it is not operational due to the lack of a doctor and theatre attendants (there is also no running water in the theatre). On occasion, the theatre is used for outreach services when AMREF brings in qualified doctors to carry out activities. It has limited solar power supply along with a generator. The laboratory has its own solar power system to run the light microscopes and refrigerators and has sufficient equipment to carry out its tasks. Lastly, an ambulance is available for referrals to the District hospital; however, patients often have to pay for their own fuel (about 18 USD).

Currently, the Kitwe Health Centre has the following medical staff:

1 clinical officer          5 nursing assistants
1 dental assistant       2 nursing officers
1 lab technician          3 inward nurses
1 lab assistant            3 midwives

Working Conditions

1. Safety
The area in which the health centre is located is relatively safe. There is no civil war or ethnic conflicts. The medical doctor will be part of the AMREF Flying Doctor Network, which provides evacuation services by air in case of a medical emergency.
2. Housing
A fully-equipped and self-contained house with solar power is available at the compound of the health centre.
3. Transport
A vehicle will be made available by the District to the medical doctor to visit nearby towns and/or Kampala on a regular basis. Kampala is a 6-hour drive from the health centre. The town of Ntungamo is about 1-hour from Kitwe.
4. Internet/mobile phone
There is currently no Internet available at the health centre, but the area is covered by a cellular network. This means that it is possible to get online using a laptop.
5. Supervision
AMREF Uganda is responsible for regular supervision meetings (at least once per month). For medical questions, the District Hospital can be contacted for advice and support. The District Health Officer is also available for medical questions.

Senior Program Officer, Dignitas International

Dignitas International Profile
Dignitas International is a medical non-government organization founded by a team of global health and research specialists. The mission of Dignitas is to increase access to prevention, treatment, care and support for people affected by HIV/AIDS, and to develop tools and guidelines for a sustainable healthcare delivery approach that can be disseminated quickly and cost-effectively throughout Malawi and to other resourcelimited contexts across the globe.

General Description and Objective of the Role
Dignitas International is currently looking for a qualified individual to fill the position of Senior Program Officer. The successful candidate will report to the Program Manager for the Malawi Country Program and will be based in Toronto, Canada.

The main role of the Program Officer is to support effective planning and budgeting processes, develop tools, systems and staff competencies to ensure professional management of program grants, produce high quality program documents for internal and external purposes, and participate in cross-team working groups to develop strategic areas of the organization’s work. The Program Officer provides direct technical support to the Malawi-based program team on different facets of Results Based Management, ensuring systematic documentation and dissemination of the program results, with a continuous focus on quality improvement and accountability.

Duties and Responsibilities:
Institutional Grant Management
• Research and keep abreast of institutional donor priorities and opportunities, contribute to the conceptualization of proposals, and draft, review and edit narrative, financial and other proposal components.
• Primary donor contact and resource person supporting all Dignitas staff (in Canada and overseas) involved in grants management processes.
• Review of all program contractual agreements with partners (strategic partners, implementing partners, sub-grantees), particularly as they pertain to Dignitas’s donor commitments and monitor compliance with donor requirements, project deliverables, reporting and disbursements.
• Establish and develop relationships with donor contacts; liaise on changes to contracts/agreements, and submit reports and updates as needed.
• Provide technical support, oversight and advice to the country program team on preparing narrative and technical donor reports; build the capacity of the field team to produce high quality donor reports and submit reports in a timely manner, as required.
• Provide oversight of program expenditure on grants, ensuring expenditure is allowable and in line with approved grant budgets, properly phased, and attributed to the correct grant and budget lines.
• Ensure program expenditure is correctly reported and that donor reports are in line with the requirements of the grant contract.
• Develop tools and systems to support effective grants management at all levels of the organization.

Results Documentation & Information Management
• Provide statistical and qualitative program information to the Dignitas teams for internal purposes and external dissemination. Disseminate and follow up on information from field reports and updates.
• Conduct review of quarterly field reports to ensure comprehensive coverage of program activity areas and alignment to program expenditure, and as required, integration with external donor reporting requirements.
• In collaboration with the research team, contribute to the development of an organizational M&E framework, ensuring comprehensive coverage of program activity areas and alignment with current donor frameworks and commitments.
• Develop program documents for both internal and external audiences on different aspects of DI’s work, trends and issues.

Direct Support of Malawi Program Operations
• Conduct periodic visits to the Malawi country program (possibly 2 - 3 per year) to implement specific tasks or projects, as determined by program plans and the capacity-building needs of the field program.
• Actively participate in Programs, Research & Operations Support Unit (PROSU) which provides strategic and operational support to the Malawi country program including minuting, monitor the completion of action points, and complete tasks assigned by PROSU.
• Build and maintain positive relationships with Malawi-based staff through regular communication. Respond promptly to information requests from the Malawi program to HQ and vice versa, acting as a liaison from field to PROSU on programmatic and operational issues, as delegated by the Program Manager.

Planning & Budgeting
• Provide support to the Malawi country program planning and budgeting process to ensure multi-year and annual plans and budgets are integrated, comprehensive and aligned to organizational activity areas and existing grant commitments. Based on analysis of plans, identify budget gaps for programming and integrate these into donor proposal and budget submissions.
• Contribute to the development of the Program Team’s multi-year and annual plans and budgets.
• Develop planning templates and tools to improve the quality of organizational planning processes, as requested.

Qualifications:
Essential

• Undergraduate degree in International Development Studies/Public Health or related discipline, Masters degree an asset
• Minimum of 4 years program experience with a humanitarian or international development organization, including 2 years of field experience
• Minimum of 2 years experience in managing multiple institutional donor grants, including contract monitoring and compliance
• Proven track record in writing successful institutional donors proposals and producing high quality reports
• Experience in project management and applying a Results Based Management approach
• Strong project and grants management skills
• Ability to develop detailed program plans & budgets
• Financial management and analysis skills
• Knowledge of HIV/AIDS and Health Systems Strengthening
• Monitoring and evaluation skills
• Excellent organizational skills, including the ability to manage multiple projects and meet tight deadlines
• Exceptional interpersonal skills, including a demonstrated ability to work effectively and inclusively from a distance and cross-culturally
• Proficient in Microsoft Office applications including Excel

Communications Manager, Transforming Faces Worldwide

Job Description

Transforming Faces Worldwide (TFW) is an organization dedicated to improving access to treatment for cleft lip and palate in developing countries. We have helped over 6,000 children transform their lives through surgery and rehabilitation.  TFW partners with local volunteer medical teams who provide multidisciplinary treatment to those in need.  TFW is committed to building the capacity of local teams through training and professional development.  TFW currently supports projects in Peru, Argentina, India, Thailand, Ghana, Ethiopia and China.

Under the supervision of the Executive Director, the candidate will play an important part in developing and implementing Transforming Faces Worldwide’s communications and programming activities, with support to fundraising operations.  Ideally, we are looking for candidates with a strong background in communications in the international non-profit sector.  This is a new position within the organization and we are seeking an individual who is a self-starter and can adapt to multiple roles within a small, dynamic organization.

The Communication Manager will contribute to TFW’s communications and programming in the following areas:

External Outreach & Communications:

• Responsible for the all electronic and written communication, including newsletters, media releases, project briefings and other promotional materials;
• Maintains TFW’s website and develops interactive web pages about projects and success stories;
• Collaborates with general office administration.

Program Capacity Building:

• Coordinates the production and dissemination of project’s best practices;
• Facilitates communication among projects while promoting opportunities for professional development and cross-peer education.

Special Events and Volunteer Management:

• Oversees all aspects of TFW events and acts as a main staff contact for event consultants, volunteers and interns;
• In collaboration with volunteer Fundraising Committee coordinates the event planning process, including goal setting, timelines and critical path.

Fundraising:

• Coordinates fundraising activities, including: mail appeals, grant proposals, corporate sponsorship appeals and other initiatives;
• Collaborates in the management of the donor information system.
• Provides fundraising presentations and represents TFW at events, conferences, and other networking opportunities.

We are seeking qualified candidates with the following skills and experience:

• 3- 5 years experience in communications and/or programming in the non-profit sector;
• Bachelor’s degree required in relevant area including: international development, communications, marketing, public relations or social sciences;
• Demonstrated interpersonal, leadership and communication skills, both verbal and written.  An ability to conduct presentations, participate in networking opportunities and interact with the media;
• Strong facilitation skills and able to demonstrate a strong sense of leadership.  The successful candidate must be prepared to develop and work within a new role;
• Strong computer skills, preferably including experience with website maintenance, CMS, and working with web designers;
• Familiar with the use of social networking tools;
• Strong organizational skills, detail-oriented with the ability to multi-task;
• Ability to work independently, to prioritize and balance work-flow in an efficient manner, and, at the same time, to work as a team player;
• Cultural sensitivity and familiarity with international development either through work, life or volunteer experience is highly valued;
• Ability to travel internationally (2-3 weeks a year).

The selected candidate will be offered a one-year contract with the possibility of extension. The position will involve a flexible 30-35 hour work week which is negotiable.  Salary commensurate with experience and qualifications.
